Title VI, Section 416 - Network Attachment to County's Data Network
A. PURPOSE OF THIS PROCEDURE
The purpose of this procedure is to provide information to County departments relating to attachment to the countywide network, the services provided and the Network Connection Fee (NCF). The Information Services Department (ISD) is responsible for maintaining the countywide network and implementing policies related to the network.
B. POLICY
All devices in all County offices that are connected to the countywide data network will have access to the County's main computer system and will be charged a Network Connection Fee (NCF). The NCF is a monthly charge for each device that is connected to the County network. The fee is not based on the number of times the device is connected during the month, or the duration of the connection. If a device is connected once, for 2 minutes, the charge is the same as if the device had been connected every day of the month for 24 hours per day. Charges for network attachment will be based on attached devices (terminals, PCs, PWS’s, addressed printers) not on the services actually used by each device.
Devices include, but are not limited to, terminals, personal computers, printers, networked scanners and plotters.
Information Services will have primary technical responsibility for providing access and connectivity to the County data network.
Departments will have responsibility for ordering and funding wiring to the desk top through work orders requests to ISD. Departments will be alerted to fee changes annually through ISD Budget Instructions.
C. SECURITY POLICY
Attachment and gateway functionality will be implemented in a manner that is consistent with County computer security practices, including the security requirements of the main computer system. Users of the network will be expected to adhere to all security and usage policies and practices, set forth here and in other policy sections.

In addition to connectivity to the network, allowing access to the Internet, Intranet and other ISD-hosted applications, support and services are provided as part of the NCF.
