RELEASE OF HELIUM BALLOONS

It shall be County policy to prohibit any person or group from the release, outdoors, of any balloon if filled with a gas lighter than air at County events or from any land or facility owned, maintained or managed by any County department.

In addition, per Section 653.1 of the California State Penal Code, any person who releases any balloon made of electrically conductive material or attached to electrically conductive string or ribbon if filled with a gas lighter than air shall be guilty of an infraction, punishable by a fine not to exceed one hundred dollars ($100). Any person who violates this code who has been previously convicted twice of violation of this code shall be guilty of a misdemeanor.
