INTRODUCTION
The
Personnel Department of Santa Cruz County is responsible for the admin-
istration
of a Personnel Management System which derives its authority
through
two separate governing bodies.
Under
policy direction of the Civil Service Commission, the Personnel De-
partment
administers the Civil Service System, including position classifi-
cation,
recruitment and selection and the administration of the Civil Ser-
vice
Rules.
Under
policy direction of the Board of Supervisors, and under administrative
direction
of the County Administrative Officer, the Personnel Department
conducts
various employee relations and risk management functions, including
negotiations
with labor organizations, implementation of labor agreements,
administering
grievance procedures, administering employee training pro-
grams,
administering employee insurance programs, unemployment insurance,
and
loss control and prevention programs.
PURPOSE: This manual is intended to serve as a
resource document for laws,
rules,
regulations and policy which have been created to govern various
elements
of the Personnel Management System of Santa Cruz County. Through
your
knowledge and daily use of this information you should be able to con-
sistently
and equitably deal with most personnel management issues which may
arise
in your department.
ORGANIZATION: "Personnel Regulations and References
of Santa Cruz County"
is
divided into numbered sections with each section addressing a separate
program
or element of the Personnel Management System.
The index for this
manual
is also found in the County Procedures Manual so that users of the
latter
can locate personnel regulations and reference materials found in
this
manual.
REVISIONS: As sections are revised through action of
the Board of Supervi-
sors,
Civil Service Commission, or the Personnel Director, the Personnel
Department
will issue an updated document which will correspond to the ap-
propriate
section and page to replace any obsolete information.
Keeping
this manual current and referring to its contents on a regular basis
should
serve to assure the consistent application of it provision on a Coun-
ty-wide
basis. Should you have questions
regarding the interpretation or
application
of any of the provisions contained in this manual you are en-
couraged
to contact the Personnel Department for assistance.
