PURPOSE:

To outline the outreach efforts to fill County jobs considering equal employment opportunity objectives and to define the geographic recruitment areas (zones).

BASIS:

Santa Cruz County's Equal Employment Opportunity Plan, adopted by the Board of Supervisors

POLICY:

Santa Cruz County's outreach efforts will include recruitments for underutilized protected groups as defined in the County's Equal Employment Opportunity Plan. Specific targets for occupational categories and job groupings will be made on an annual basis to include special outreach efforts for women, minorities, men and the disabled.

PROCEDURE:

  1. On an annual basis, the utilization of women, men, minorities and the disabled will be evaluated in conjunction with the development of the County's Equal Employment Opportunity Plan.

  2. Underutilization of protected groups by total County workforce, occupational category (Attachment A) and job grouping (Attachment B) will be identified.

  3. All recruitment efforts will consider the identified underutilized groups and include outreach efforts to assure that qualified applicants are recruited and are available for appointment consideration on the eligible list.

  4. The Equal Employment Opportunity Division of Personnel will monitor recruitments in progress conducted by the Personnel Services Division and decentralized personnel recruitments conducted by Human Resources Agency, Health Services Agency and seasonal recruitments conducted by POSCS, to assure that outreach efforts are successful.
