PURPOSE:

To define the factors considered in making a determination of "difficult to recruit" and "difficult to fill" job classes.

CROSS REFERENCE:

Frequency of Recruitments Section IV.3.

POLICY:

  1. Personnel determines the required frequency of examinations based on aspects of the job class including turnover rate, projected vacancies, difficulty to recruit and difficulty to fill criteria.

  2. Difficult to Recruit

    1. The designation of Difficult to Recruit is based on a known shortage of job applicants available to Santa Cruz County. Typically, if an applicant is available, there is available position or on-call need to cover staffing shortages. In these cases the speed of making a job offer is imperative so that the qualified candidate is not lost to another employer.

    2. Because leaving positions vacant jeopardizes the service delivery of operations, these job classes are placed on continuous recruitment.

  3. Difficult to Fill

    The designation of Difficult to Fill is based on the required turnaround time to fill vacancies based on the various examination processes that must be completed by applicants to fill each vacancy. These include the standard Civil Service examination requirements and post job offer physical examinations and background investigations.

PROCEDURE: 

  1. Job classes are designated Difficult to Recruit or Difficult to Fill by the Personnel Department.

  2. Recruitments for Difficult to Recruit are conducted on a continuous basis.

  3. Recruitments for Difficult to Fill are conducted considering the additional time required for completing all phases of the examination process to meet projected vacancy needs.
