PURPOSE:

To establish criteria for establishing the life of eligible lists.


LEGAL BASIS:

Civil Service Rules 130.V.J. Term of Candidate's Eligibility

POLICY:

  1. The Civil Service Rule 130.V.J. provides "eligible lists shall remain in effect for a minimum period of six months to a maximum period of two years subject to the needs of the various County departments as determined by the Personnel Director."

  2. The term of candidate's eligibility subsequent to establishment to an eligible list, is synonymous with the life of an eligible list.

  3. When a new recruitment is to be conducted, a determination will be made by the analyst through discussions with departments as appropriate, as to the length of the eligibility of the list based on the following:

    1. Available applicant pool
    2. Number of positions in the County
    3. Turnover experience for the class
    4. Experience with the use of the list
    5. Promotional applicants available

  4. Guidelines for list life is as follows:

    1. High use lists where applicants do not stay available - 6 months
      Note: these recruitments will probably be continuous
    2. Promotional Only lists - 24 months
    3. Use of Qualification Appraisal (10 or less applicants where the planned test(s) are waived and all applicants meeting the minimum requirements are placed on the list with a score of 70) - 6 months
    4. All other lists whether Open or Open/Promotional - 12 months

  5. The life of the list (as determined in Section III. above) will be published on the job bulletin. If it will be an option to waive the exam and use a Qualification Appraisal - the 6 month life of list will also be published (See Section IV.C. above).

  6. Where a list currently exists and a determination is made to use a different standard for the life of the list, the current list will be reviewed for abolishment (See Abolishment of List Policy V.2.F.).

  7. An eligible list may be extended in 6 month intervals to a maximum of 24 months where:

    1. There are qualified, available applicants on the existing list
    2. There would not be an adverse effect on protected group members
    3. The action is approved by the Personnel Director
