PURPOSE:
To
define the purpose, procedure and use of Intra-departmental Transfer
Lists. The purpose of this policy is to
provide employees within a department a mechanism by which they can be
considered for vacancies in the same classification within their current
department. This mechanism benefits
employees in larger departments who may not be aware of vacancies within their
own department due to location and size.

POLICY:
An
employee in the General Representation bargaining unit may be considered for a
transfer from one position to another position in the same class within the
same department by having their name placed on the Countywide Transfer List.
PROCEDURE:
Employee:
- All General Representation
Unit employees in a budgeted position interested in an Intra-departmental
Transfer must:
- complete
and submit an original up-to-date employment application for his/her current classification to the
Personnel Department.
- submit
a memo requesting placement on the Transfer List for his/her current
classification to the Personnel Department.
Personnel Department:
- Personnel reviews the
employee's request and application and makes a determination as to whether
or not the Intra-departmental Transfer requirements have been met and all
submitted materials are completed thoroughly. The Personnel Department will notify the
employee of their findings. If
approved, Personnel places the employee's name on
a Countywide Transfer List for certification to vacant positions.
- Personnel
certifies Intra-departmental Transfer List for vacant position(s)
to departments that request to fill any vacant position through an
Intra-departmental Transfer.
Operating Department:
- The operating department
shall contact all individuals on the Intra-departmental Transfer List to
conduct interviews. If the employee is selected, the operating department
submits to Personnel:
- Personnel-Payroll
Action Form (transaction code 21 i.e., Position Code Change);
- Copy of employee's
employment application;
- Certification form
with all outcome codes;
- Other general
requirements (e.g. freeze exemption)
Personnel Department:
- Personnel
reviews the above paperwork to insure that specific and general
requirements are met, notifies the department of their findings and
forwards paperwork accordingly. There will be no change to employee’s
status, step hours or probation hours as the Intradepartmental Transfer is
a position code change within the same department.
