PURPOSE:

To document turnover data for use in recruitment planning, equal employment opportunity analysis; identifying problems and noting trends of turnover that may be related to other issues such as salary levels.

POLICY:

  1. Employee Relations Division staff will prepare an annual turnover report for each calendar year. Each report is to be available by the end of the first quarter (March 31st).

  2. The annual report will include the following:

    1. turnover by department and by budget unit within departments
    2. turnover by reason
    3. turnover by sex; ethnicity; bargaining unit; employee status; and full-time and part-time
    4. turnover by occupational group

PROCEDURE:

  1. Records Unit staff will distribute copies of the report to all County departments.

  2. All divisions of the Personnel Department will be provided with copies of the turnover report.

  3. Analyst staff in each division will evaluate the significance of the data relative to their assigned area.

  4. Analyst staff in the Personnel Services Division will discuss the significance of the turnover data with their client departments in the course of developing recruitment plans, developing classification recommendations, and the like.

  5. Employee Relations staff will analyze the data in preparing for negotiations.
