6.Continued public hearing to consider proposed ordinances and resolutions related to the Sustainability Policy and Regulatory Update and provide a recommendation to the Board of Supervisors.
 The Sustainability Policy and Regulatory Update is a comprehensive update to Santa Cruz County’s General Plan/Local Coastal Program and modernization of the County Code. The goal of this update is to implement new policies and code regulations that support more sustainable communities in Santa Cruz County. The project includes amendments to General Plan Chapters 1, 2, 3, 5, 7, and related appendices, as well as amendments to Santa Cruz County Code Titles 5, 12, 13, 15, 16, and 18. The project also includes preparation of new Santa Cruz County Design Guidelines, map amendments for 10 key opportunity sites, and map amendments for 13 parcels to correct existing mapping errors. The proposed amendments to the General Plan, amendments to County Code Chapter 12.01 and Titles 13, 15, 16 and 18, and 11 of the proposed map amendments are also amendments to the County’s Local Coastal Program.

a) Certify the California Environmental Quality Act (CEQA) Environmental Impact Report for the Sustainability Update based on the CEQA Findings of Fact and Statement of Overriding Considerations attached to the resolution;
b) Adopt the proposed amendments, including amendments to the General Plan/LCP, SCCC, General Plan Land Use Designation Maps, and Zoning Map, as well as the Mitigation Monitoring and Reporting Plan attached to the resolution;
c) Adopt new County of Santa Cruz Design Guidelines; and
d) Direct staff to submit amendments to the General Plan/LCP and coastal-implementing code amendments to the California Coastal Commission for certification.

Denial or approval of any permit by the Planning Commission is appealable to the Board of Supervisors. The appeal must be filed with the required appeal fee within 14 calendar days of action by the Planning Commission. To file an appeal you must write a letter to the Board of Supervisors and include the appeal fee. For more information on appeals, please see the "Planning Appeals" brochure located in the Planning Department lobby, or contact the project planner.

APPEALS OF COASTAL PROJECTS
(*) This project requires a Coastal Zone Permit which is not appealable to the California Coastal Commission. It may be appealed to the Board of Supervisors; the appeal must be filed within 14 calendar days of action by the Planning Commission.

(**) This project requires a Coastal Zone Permit, the approval of which is appealable to the California Coastal Commission. (Grounds for appeal are listed in the County Code Section 13.20.110) The appeal must be filed with the Coastal Commission within 10 business days of receipt by the Coastal Commission of notice of local action. Denial or approval of the Coastal Zone Permit is appealable to the Board of Supervisors; the appeal must be filed within 14 calendar days of action by the Planning Commission.
